TAKEAWAY: As debate continues, moderate Republicans have expressed support for the bipartisan infrastructure plan passage. Moderate Democrats are also in support. While progressive Democrats are in favor of the legislation, they will continue to oppose it in the House until progress is made on the budget reconciliation with Sinema and Manchin.

The House failed to pass the bipartisan infrastructure plan (BIP) Thursday night. Speaker Pelosi continued to speak positively about progress made on votes, expressing support the bill will be passed eventually. She is attempting to reconcile needs of progressives and moderates within the party. 

The House is now in recess subject to the call of the Chair, remaining in the legislative day of September 30. Members are advised that the House is expected to complete consideration of the Senate Amendment to H.R. 3684 – Infrastructure Investment and Jobs Act today.

The Senate found success in passing clean debt limit, keeping the government open for another two months. However, the House has delayed a vote on the BIP, a nod to progressives who want to delay the vote until progress is made with Senator Krysten Sinema (D-AZ) and Senator Joe Manchin (D-WV) on passing the reconciliation package.
