Today’s Daily Update

The House will consider H.J.Res. 31 – Making further continuing appropriations for the Department of Homeland Security for fiscal year 2019. It is expected that Senator McConnell will make a motion to proceed to S.1, Strengthening America’s Security in the Middle East Act of 2019. At approximately 2:30pm the Senate is expected to conduct two cloture votes, one on the President’s immigration and funding proposal and a second on the text of H.R.268, Emergency Supplemental with CR through February 8.

THE HOUSE

 

Yesterday

  • Further Additional Continuing Appropriations Act, 2019:
    • Pursuant to the order of the House of January 17, 2019, the House resumed consideration and passed H.J. Res. 28, making further continuing appropriations for fiscal year 2019, by a yea-and-nay vote of 229 yeas to 184 nays, Roll No. 46.
  • Committee Elections:
    • The House agreed to H. Res. 67, electing Members to certain standing committees of the House of Representatives.
  • Consolidated Appropriations Act, 2019:
    • The House passed H.R. 648, making appropriations for the fiscal year ending September 30, 2019, by a yea-and-nay vote of 234 yeas to 180 nays, Roll No. 49.
  • Rejected the Granger motion to recommit the bill to the Committee on Appropriations with instructions to report the same back to the House forthwith with an amendment, by a yea-and-nay vote of 200 yeas to 215 nays, Roll No. 48.
  • H. Res. 61, the rule providing for consideration of the bill (H.R. 648) and the joint resolution (H.J. Res. 31) was agreed to by a yea-and-nay vote of 223 yeas to 190 nays, Roll No. 47, after the previous question was ordered without objection.
  • Committee Elections:
    • The House agreed to H. Res. 68, electing Members to certain standing committees of the House of Representatives.

  • The Rule, which was adopted today, provides for one hour of debate equally divided and controlled by the Chair and Ranking Member of the Committee on Appropriations.

 

THE SENATE

 

Yesterday

  • Measures Considered:
    • Strengthening America’s Security in the Middle East Act:
      • Senate began consideration of the motion to proceed to consideration of S. 1, to make improvements to certain defense and security assistance provisions and to authorize the appropriation of funds to Israel, to reauthorize the United States-Jordan Defense Cooperation Act of 2015, and to halt the wholesale slaughter of the Syrian people.
    • Signing Authority–Agreement:
      • A unanimous-consent agreement was reached providing that Senator Murkowski be authorized to sign duly enrolled bills or joint resolutions, Wednesday, January 23, 2019.

 

Today

  • Following Leader remarks, we expect that Senator McConnell will make a motion to proceed to S.1, Strengthening America’s Security in the Middle East Act of 2019. The time until 12:30pm will be equally divided between the two Leaders or their designees.
  • At approximately 12:30pm, we expect a live quorum and subsequent vote on the motion to instruct the Sergeant at Arms to request the presence of absent senators.
  • As a reminder, during Tuesday’s session, the Senate proceeded to H.R.268, Supplemental Appropriations Act of 2019. Senator McConnell then called up Shelby amendment #5 (Trump’s funding and immigration proposal) and Senator Schumer called up amendment #6 (text of H.R.268, Emergency Supplemental with CR through February 8). The Senate reached an agreement that it be in order to file cloture on the two amendments during Thursday’s session of the Senate, and that any cloture motions filed on these amendments be treated as if they were filed during Tuesday’s session of the Senate and ripen at 2:30pm on Thursday, January 24th in the order filed.
  • This would result in 2 cloture votes (60-vote thresholds) at 2:30pm on the President’s proposal and the Emergency Supplemental appropriations with a CR through February 8.
    • Thursday, January 24th at approximately 12:30pm – 1 roll call vote
      • If a quorum is not present, then:
        1. Motion to instruct the Sergeant at Arms to request the presence of absent senators.
    • Thursday, January 24th at 2:30pm – 2 roll call votes
      1. Motion to invoke cloture on McConnell for Shelby amendment #5 (Trump’s funding and immigration proposal)
      2. Motion to invoke cloture on Schumer amendment #6 (text of H.R.268, Emergency Supplemental with CR through February 8)
