The House will consider H.R. 648 – Consolidated Appropriations Act, 2019. The Senate will resume consideration of the motion to proceed to S.1, Strengthening America’s Security in the Middle East Act of 2019.

  • Suspensions: The House agreed to suspend the rules and pass the following measures:
    • National Future Farmers of America Organization’s Federal Charter Amendments Act:
      • H.R. 439, to amend the charter of the Future Farmers of America;
    • Clean Up the Code Act of 2019:
      • H.R. 498, to eliminate unused sections of the United States Code;
    • Caesar Syria Civilian Protection Act of 2019:
      • H.R. 31, amended, to require certain additional actions in connection with the national emergency with respect to Syria;
    • Directing the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization:
      • H.R. 353, to direct the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization;
    • North Atlantic Treaty Organization Support Act:
      • H.R. 676, to reiterate the support of the Congress of the United States for the North Atlantic Treaty Organization, by a \2/3\ yea-and-nay vote of 357 yeas to 22 nays, Roll No. 44; and
    • Hack Your State Department Act:
      • H.R. 328, to require the Secretary of State to design and establish a Vulnerability Disclosure Process (VDP) to improve Department of State cybersecurity and a bug bounty program to identify and report vulnerabilities of internet-facing information technology of the Department of State, by a \2/3\ yea-and-nay vote of 377 yeas to 3 nays, Roll No. 45.

  • Measures Passed:
    • TANF Extension Act:
      • Senate passed H.R. 430, to extend the program of block grants to States for temporary assistance for needy families and related programs through June 30, 2019.
  • Measures Considered:
    • Strengthening America’s Security in the Middle East Act:
      • Senate resumed consideration of the motion to proceed to consideration of S. 1, to make improvements to certain defense and security assistance provisions and to authorize the appropriation of funds to Israel, to reauthorize the United States-Jordan Defense Cooperation Act of 2015, and to halt the wholesale slaughter of the Syrian people.
    • Supplemental Appropriations Act–Agreement:
      • Senate began consideration of H.R. 268, making supplemental appropriations for the fiscal year ending September 30, 2019, after agreeing to the motion to proceed to consideration of the bill, and taking action on the following amendments proposed thereto:
        • Pending:
          • McConnell (for Shelby) Amendment No. 5, of a perfecting nature.
          • Schumer Amendment No. 6, of a perfecting nature.
  • During consideration of this measure today, Senate also took the following action:
    • Senate agreed to the motion to proceed to consideration of the bill.
    • A unanimous-consent agreement was reached providing that notwithstanding Rule XXII, that it be in order to file cloture on McConnell (for Shelby) Amendment No. 5 (listed above), and Schumer Amendment No. 6 (listed above), during Thursday, January 24, 2019 session of the Senate, and that cloture motions filed on these amendments during Thursday’s session of the Senate, be treated as if they were filed during Tuesday, January 22, 2019 session of the Senate, and ripen at 2:30 p.m., on Thursday, January 24, 2019, in the order filed.

 

Today

  • Following Leader remarks, the Senate will resume consideration of the motion to proceed to S.1, Strengthening America’s Security in the Middle East Act of 2019.
  • As a reminder, today Senator McConnell moved to proceed to H.R.268, Supplemental Appropriations Act of 2019. He then called up the McConnell for Shelby amendment #5 (Trump’s funding and immigration proposal) and Senator Schumer called up amendment #6 (text of H.R.268, Emergency Supplemental with CR through February 8).
  • The Senate then reached an agreement that it be in order to file cloture on the two amendments during Thursday’s session of the Senate, and that any cloture motions filed on these amendments during Thursday’s session of the Senate be treated as if they were filed during today’s session of the Senate and ripen at 2:30pm on Thursday, January 24th in the order filed.
  • This will result in 2 cloture votes (60-vote thresholds) at 2:30pm on Thursday on the President’s proposal and the Emergency Supplemental appropriations with a CR through February 8. A live quorum and subsequent vote on the motion to instruct the Sergeant at Arms to request the presence of absent senators is also possible for Thursday’s session.
