    • POWER Act:
      • Senate concurred in the amendment of the House to S. 717, to promote pro bono legal services as a critical way in which to empower survivors of domestic violence.
  • Department of Defense Appropriations Act–Agreement:
    • A unanimous-consent agreement was reached providing that following disposition of the nomination of Julius Ness Richardson, of South Carolina, to be United States Circuit Judge for the Fourth Circuit, Senate begin consideration of H.R. 6157, making appropriations for the Department of Defense for the fiscal year ending September 30, 2019, and that for the purpose of Rule XIV, in relation to the substitute, Amendment No. 3695, the text of H.R. 6157 serve as the basis for defense of germaneness for Division A of the amendment, and the text of H.R. 6470, making appropriations for the Departments of Labor, Health and Human Services, and Education, and related agencies for the fiscal year ending September 30, 2019, as reported by the House Appropriations Committee, serve as the basis for defense of germaneness for Division B of the amendment.
  • Quattlebaum Nomination–Agreement:
    • Senate resumed consideration of the nomination of A. Marvin Quattlebaum, Jr., of South Carolina, to be United States Circuit Judge for the Fourth Circuit.
  • During consideration of this measure today, Senate also took the following action:
    • By 61 yeas to 28 nays (Vote No. 182), Senate agreed to the motion to close further debate on the nomination.
    • A unanimous-consent agreement was reached providing for further consideration of the nomination, post-cloture, at approximately 9:30 a.m., on Thursday, August 16, 2018, and that notwithstanding Rule XXII, all post-cloture time be considered expired at 12 noon.

  • Following Leader remarks, the Senate will resume consideration of Executive Calendar #1008, A. Marvin Quattlebaum, Jr., of South Carolina, to be United States Circuit Judge for the Fourth Circuit, post-cloture. At 12:00 noon, all time on the nomination will expire and the Senate will vote on confirmation of the nomination.
  • Upon disposition of the Quattlebaum nomination, the Senate will immediately vote on the motion to invoke cloture on Executive Calendar #1009, Julius Ness Richardson, of South Carolina, to be United States Circuit Judge for the Fourth Circuit. That cloture vote will occur upon disposition of the Quattlebaum nomination.
