This Week’s Update

This week the House passed the “Bipartisan Budget Agreement of 2015” (H.R. 1314) to raise the debt limit until March 2017 and lift discretionary spending caps by $80 billion for fiscal years 2016 and 2017; the “Retail Investor Protection Act” (H.R. 1090); and the “Surface Transportation Extension Act of 2015” (H.R. 3819) to extend the highway program through November 20, 2015. The House used the rarely utilized discharge petition procedure to pass the “Export-Import Bank Reform and Reauthorization Act of 2015” (H.R. 597) and elected Representative Paul Ryan (R-WI) as Speaker of the House.

  • Senate – The Senate passed the “Bipartisan Budget Agreement of 2015” (H.R. 1314); the “Cybersecurity Information Sharing Act of 2015” (S. 754); and the “Surface Transportation Extension Act of 2015” (H.R.3819). The Senate also began the Rule 14 process to place on the “Export-Import Bank Reform and Reauthorization Act of 2015” (H.R. 597) on the legislative calendar of business. 

 

Next Week in Congress

  • House – The House is expected to consider the ‘‘Surface Transportation Reauthorization and Reform Act of 2015” (H.R. 3673), a multi-year surface transportation reauthorization.

 

  • Senate – The Senate will resume consideration of the “Federal Water Quality Protection Act” (S. 1140). On November 3, the Senate will vote on the motion to invoke cloture on the motion to proceed to the bill.
