A seasoned senior Capitol Hill staffer, attorney, and former policy advisor to a governor, Chris Wilcox brings diverse state, federal and regulatory experience to the firm.

 

Professional background

Chris got his start on the Hill in the office of Sen.Daniel Patrick Moynahan (D-NY) and later served as Legislative Counsel and staff to Rep. Michael Arcuri (D-NY) on the House Rules Committee. Most recently, as Legislative Director and Counsel to Rep. Val Demings (D-FL), he managed matters before the Homeland Security and Judiciary Committees including counter-terrorism, law enforcement, cybersecurity, antitrust, data privacy and security, net neutrality, broadband, spectrum, and copyright.

From 2011 to 2016, Chris was a senior advisor on Native American Affairs for Gov. Andrew Cuomo (D-NY). He was a lead negotiator on the Mohawk Indian Land Claim, helped draft the Oneida Nation of New York Settlement Agreement, its ratifying legislation and the statute establishing New York’s regulatory regime for commercial casino gaming. Chris later added homeland security, cybersecurity and defense to his portfolio. He worked with DHS to improve cybersecurity information sharing with state agencies and the MS-ISAC and also helped to win a mission conversion of Air Force Reserve unit at the Niagara Fall Air Reserve Base through the annual defense budget process.

In his various roles Chris has worked with, and maintains relationships with, members and staff of the Blue Dog Coalition, the New Democrat Coalition, the Congressional Black Caucus, and the National Governor’s Association.
